Satellite Spectrum Abundance
In this document, the Federal Communications Commission (Commission) seeks further comment on ways to use the 12.7-13.25 GHz band and the 42.0-42.5 GHz band more efficiently and intensively by satellite communications and seeks comment on proposals to make additional spectrum resources available for satellite communications in the 51.4-52.4 GHz band and within certain W-band frequency ranges (92.0-94.0 GHz, 94.1-100 GHz, 102.0-109.5 GHz, and 111.8-114.25 GHz).
What this rule actually says
The FCC is proposing to open up additional radio frequency spectrum bands for satellite communications. Specifically, they want to make certain frequency ranges (like 12.7-13.25 GHz, 42.0-42.5 GHz, and several others) available for satellite operators to use for transmitting data. This is purely about wireless spectrum allocation—it has nothing to do with how data is processed, stored, or used once it reaches the ground.
Who it applies to
- If you operate satellites or provide satellite internet services, this applies to you. Otherwise, it doesn't.
- If you build AI products that run on the ground (medical scribes, hiring tools, chatbots, etc.), this does not apply to you—even if your users happen to access your service via satellite internet.
- Jurisdiction: This is a US FCC rule, so it only matters if you're operating satellites or seeking FCC approval for spectrum use in US airspace.
- User data scopes: Not relevant. This rule is about radio frequencies, not data handling.
What founders need to do
- Check if you operate satellites (1 minute). If your business doesn't involve launching or managing satellite hardware, stop here—this rule doesn't affect you.
- If you do touch satellite infrastructure, monitor FCC announcements for the final rule (ongoing, 5 minutes monthly). The proposal is still in comment period; the final version may differ.
- If finalized and relevant to you, review licensing requirements (1-2 days). The FCC will specify which satellite operators need new licenses or modifications to existing ones. Work with an RF engineer or telecom consultant to assess your equipment compatibility with new bands.
- File any required applications (1-2 weeks). If you operate satellites, you may need to apply for spectrum authorization in the newly opened bands. The FCC's website will have templates and instructions once the rule is finalized.
Bottom line
Ignore this unless you operate satellites—it's about radio frequency allocation, not AI safety, data privacy, or anything that affects typical AI founders building software products.
