Modernizing Spectrum Sharing for Satellite Broadband
In this document, the Federal Communications Commission (Commission or we) seeks comment on modernizing spectrum sharing between geostationary (GSO) and non-geostationary (NGSO) satellite systems operating in the 10.7-12.7, 17.3-18.6, and 19.7-20.2 GHz frequency bands in which equivalent power-flux density (EPFD) limits apply.

Who it applies to
- If you're building an AI medical scribe, hiring assistant, or chatbot: This does not apply to you. At all.
- If you operate satellite internet infrastructure: This applies to you.
- If you use satellite internet to deliver your AI product: This still doesn't apply to you—only the satellite provider needs to follow it.
- If you're in the US: The FCC's jurisdiction is US-based, with some extraterritorial effects on US-licensed satellites globally.
- If you're anywhere else: Not your problem.
- Data scope: This rule has nothing to do with user data, privacy, or AI model training.
What founders need to do
- Check if you operate satellites (~5 minutes): Do you own, operate, or license satellite infrastructure in those frequency bands? If no, stop reading.
- If you do operate satellites, review the technical requirements (~1-2 days): Understand EPFD (equivalent power-flux density) limits and whether your system currently meets them. Consult with an RF engineer or your compliance team.
- If your system might not comply, model upgrades (~2-4 weeks): Work with your engineering team to evaluate antenna changes, power adjustments, or operational modifications needed to stay within new limits.
- Submit comments to the FCC if you're a satellite operator (~3-5 days): The rule is still proposed, so the FCC is accepting public feedback until a stated deadline. If you have concerns, file them before that date.
- Monitor for finalization (ongoing, low effort): Check the FCC's website for the final rule. Once published, it'll have compliance deadlines (typically 12-36 months for satellite systems).
Bottom line
Unless you operate satellite infrastructure, ignore this entirely—it's not about AI regulation, user data, or consumer-facing products.
